SUMMARY OF RESPONSIBILITIES*
The Database Systems
Specialist is responsible for all database management at Alaska Children’s
Services including the TIER® (SQL based) clinical records and
organization management software system. S/he is responsible for the design,
maintenance, support and documentation of any new and existing databases whilst
ensuring system integrity. This position ensures that all databases are
functioning effectively, efficiently and to user specifications and in
accordance with applicable regulatory bodies such as, but not limited to, HIPAA
and The Joint Commission. The Database Systems Specialist is responsible
for managing database access and
security to include maintaining passwords and role-based access for all users,
maintaining security levels of the systems, and performing basic system and
application software maintenance. S/he
will provide staff training and support to ensure successful utilization of all
databases, including the TIER® system. S/he will maintain and update
user manuals and procedural documentation of
all databases. S/he will be
responsible for designing forms and reports to meet agency needs. The Database
Systems Specialist provides
backup support to the Computer Support Specialist, and the Administrative
Assistant and will be the main support contact for ACS’s technical
applications such as Mas200, Abra and TIER®,.

SUPERVISION AND COORDINATION OF SERVICES
The Database Systems
Specialist reports directly to the Director of Information Systems. The
Database System Specialist is a member of the Information Systems department
and works collaboratively with other ACS employees and external
providers/contractors.
QUALIFICATIONS
Knowledge,
Skills and Abilities:
The Database
Systems Specialist demonstrates comprehensive knowledge of
Microsoft Access and SQL and be able to apply relational database theory.
S\he needs to have strong
communication skills and the ability to understand requests and user needs and
ensure they are successfully incorporated into finished programs. S/he is
required to research problems (troubleshoot) and develop solutions rapidly and
completely. S/he must work within specified timelines to deliver quality
product and must be able to work independently. Strong verbal, written and
organizationals skills are required. A
valid Alaska driver’s license and an adequately insured vehicle are needed for
use on the job. Ability to work in a team environment is essential.
Education and
experience:
Two years
demonstrated experience working with Microsoft SQL or a combination of
experience and equivalent college computer course work or certifications is
required. Experience with electronic
medical records, and Crystal reporting is preferred. Awareness of
medical/clinical and/or financial concepts is preferable.
PHYSICAL DEMANDS
S/he must have the
ability to drive to ACS sites, and other destinations requested by supervisor,
to efficiently operate computer systems, including printing, to evaluate
computer problems and perform troubleshooting functions on ACS campuses, to
lift computer equipment weighing up to 35 pounds, and to conduct business via
telephone. S/he must also have the ability to communicate, both in writing and
orally, within the agency and throughout the community.
